Eugene Kandel est un économiste et professeur israélien d'économie et de finance de l'Université de Jerusalem, Chairman du Tel Aviv Stock Exchange, Chairman du Start-up Nation Policy Institute et de l'ISFI, connu pour ses travaux sur l’innovation, la technologie et l’entrepreneuriat. Il a joué un rôle clé dans la création de l’écosystème technologique en Israël.
Eugene Kandel a été une figure influente dans le développement de la politique technologique d’Israël, notamment en tant que conseiller économique du Premier ministre israélien durant 10 ans. Il a contribué à promouvoir les réformes économiques et la création d’un environnement favorable aux start-ups en Israël.

THE URGENT CASE FOR A STRUCTURAL REFORM
Israel is at a critical turning point. Without deep structural reform, it is likely to become unsustainable within 15 years. Four accelerating threats are pushing Israel toward a breaking point:
1. Social Collapse due to the intense conflict among groups protecting their values.
2. Economic Collapse caused by unsustainable subsidies to rapidly growing populations.
3. A Structurally Ineffective Government that is not strategic, fails to manage risks, and is structurally unfit to address Israel’s challenges.
4. Security Crisis: the three failures above weaken Israel’s ability to defend itself.
These threats challenge the very existence of Israel as an independent state over the next 15 years, as they may result in a mass exodus of Israel’s most productive populations, who lose hope for their future in Israel. Such an event will devastate Israel’s tax base and leave it unable to finance and defend itself. Eliminating this threat must become the top priority of every Israeli and every person worldwide who cares about Israel’s existence.
It is painfully clear that the system of governance in Israel is the MAIN CAUSE of the abovementioned failures. This is why ISFI’s mission is to unite key stakeholders to implement a structural governance systemic reform, to ensure Israel’s survival and prosperity — before it’s too late.
Based on our analyses, ISFI is confident that only a deep structural reform of our governance system can mitigate the country’s existential risks and ensure Israel’s future resilience and prosperity. Such reform must allow all groups in Israeli society to live without fear of economic coercion or threats to their most cherished values, fostering a collaborative and cohesive society. History shows that lasting stability is only possible when all groups feel secure in their values, identity, and property.
We are inspired by Northern Ireland’s “Good Friday” peace agreement, which was based on the “Parity of Esteem” concept: an agreement that we all have legitimate rights to our values and the right to live in dignity and safety. Acknowledging the legitimacy and the statue of all groups in Israel is essential to start building a resilient future.
ISFI is non-political working across the entire political spectrum. Our goal is to make structural reform a national imperative—regardless of which government is in power.
Strategy
We do not advocate for another short-term fix. Our movement is structured to fundamentally reshape Israel’s governance for generations to come — using a five-pronged strategy:
1. Building a Coalition of civic movements and organizations committed to addressing Israel's core challenges. Jointly, we can increase public awareness of the severity and the urgency of the existential threats and create a critical mass of voices supporting structural reform.
2. Initiating discussions with Israeli business, community, media, academic, and political leaders, emphasizing that: a) “We have time to change, but we don’t have time to waste” and b) Simplistic solutions will not work and will only waste time that we don’t have.
3. Raising public awareness with clear, compelling messaging that structural reform is essential for securing Israel’s future.
4. Developing new governance models inspired by successfully governed countries with appropriate adjustments to Israeli realities. Such models should be widely discussed and the final choice must be made in a referendum.
5. Jewish world’s voice. Strengthening Israel’s bond with global Jewry to ensure shared responsibility for its future. Structural reform must enhance the role of the Jewish communities worldwide in Israel’s life — fostering mutual understanding and commitment to a common future.
